Advice needed about who I need to talk to in my local authority

My brother is 22 years of age and is severly autistic with learning difficulties and is non-verbal.  He relies heavily on adult support and currently attends his local Adult Training Centre for 25 hours a week.  For the three years he has been there we have had a constant battle to get them to understand his needs, but always are faced with the fact he is too 'badly behaved'.  He has been observed in other settings, home and respite (which he gets very limited number of days a year to begin with but are very good with him when he is there), which his behaviour is managed as they have had the training and keep in place the strategies which are needed.  They have no training, do not emplement or stick to any of the advice they have been given by 'some' professionals and our selves.  They throw the towel in at the first hurdle.

They are trying to reduce his hours (realistically get him out all together).  We desperatley need the support of this centre as there is nowhere else. 

What are our rights?  What are his rights?  What can we do to ensure we continue to avail of the centre but get them to put in place what is needed to meet his needs?

HELP is desperatley needed please.

I hope you feel we are chatting about this in the other thread, just didnt want you to think we are not answering your post! As I said, I reckon you need some legal advice...When we needed to access social services and other local authority services for our daughter we got a solicitor involved....it took one very firmly worded legal letter and it was sorted.....so many local authorities know they have to provide these things but they try and get away with not doing it properly.....its all about saving money to be honest and its the ones who shout the loudest that get the help....its so wrong because there are so many vulnerable families out there, but right now, that seems to be the case....so I'd get some legal help and advice.

One thing I would say though is that as you are in northern Ireland, the processes may be different, but Id imagine the problems and the solutions are pretty similar....
